Funding addresses the barrier by requiring applicants to map existing ambulance coverage gaps using Indiana Department of Homeland Security data layers. Teams must commit to average on-scene arrival under 25 minutes in designated high-need townships and track 72-hour follow-up contact rates through the state's open data portal.
Indiana requires demonstration of coordination with county sheriffs in areas without dedicated behavioral health transport, a condition arising from its particular mix of rural opioid impact zones and limited urban psychiatric bed capacity.
