Summary

This grant program is intended to spur economic growth in recycling by supporting projects that advance reuse, reduction, and the development of markets for recycled materials. Its purpose is to push materials past mere collection and toward manufacturing, processing, or other value‑added uses, helping to divert waste from landfills while creating jobs and infrastructure improvements.


The opportunity is available to a broad set of entities located and doing business in Indiana. Eligible applicants include nonprofit organizations, private and public businesses, local governments, solid waste management districts, and institutions of higher education. Each applicant may submit a single project per cycle.

Projects must demonstrate tangible benefits such as increased collection or utilization of recyclables, reduced waste destined for final disposal, or stronger community partnerships and education around recycling. Priority may be given to proposals involving “priority materials” like plastics, mixed glass, organics, and electronics. Projects like equipment acquisition, processing upgrades, hub‑and‑spoke recycling systems, or research and outreach are often acceptable, while certain types of infrastructure or land acquisition are usually excluded.


Grant awards generally range from $50,000 to $500,000, and applicants must provide a 50 % cash match for eligible project costs. The grant operates on a reimbursement basis, so applicants must initially cover costs before being reimbursed for approved expenses. The program prohibits funding for many indirect costs such as general personnel expenses, consultant travel, land or building purchases, or vehicles in many cases (with limited exceptions for specialized equipment integral to the project).


Grant cycles are periodic, and proposals must be submitted during an open application window. After review, selected projects enter into formal agreements before funds may be spent. Recipients are expected to report on performance, outcomes, and compliance.
