Indiana Art Co-op Development targets measurable increases in the number of women visual artists who maintain shared studio leases and joint exhibition schedules within the same county. The program records baseline data on existing cooperative arrangements through county recorder filings and compares them against end-of-year counts of new filings initiated by program participants. Artists must commit to a minimum twelve-month shared lease and to mounting at least three joint exhibitions during the placement period.
Indiana's economy, centered on advanced manufacturing and agricultural processing, leaves limited commercial real estate suitable for studio conversion outside former factory buildings. Program staff therefore require applicants to identify specific vacant industrial or agricultural structures and to obtain preliminary landlord letters of intent before final selection. Shared equipment purchases are restricted to items that can be secured against theft and that remain inside the leased premises.
The initiative tracks whether participating cooperatives later qualify for local property-tax abatements available to arts-related enterprises under Indiana Code 6-1.1-12.1. Cooperatives that successfully obtain such abatements receive a supplemental equipment stipend. Data from the Indiana Economic Development Corporation show that counties with active manufacturing retention programs are more likely to approve these abatements when arts uses occupy underutilized industrial space.
Outcome measurement also includes the percentage of cooperative members who report sales through the shared exhibition space rather than through external galleries. The program requires quarterly financial summaries that separate shared-space revenue from individual studio sales.
Unlike programs in adjacent states, Indiana conditions continued funding on documented county-level increases in shared studio leases and joint exhibition counts.
