Local workforce data indicate that 34 percent of rural adults aged 25-44 hold only a high school diploma, limiting their ability to navigate regulatory filings or digital marketing platforms. County economic development offices in these regions operate with one or two staff members who cover permitting, site selection, and small business counseling simultaneously.
The Rural Entrepreneurship Incubator program restricts eligibility to applicants whose primary service area lies outside metropolitan statistical areas. Proposals must include county-level business license issuance data from the prior 24 months and demonstrate that workshop locations sit within 30 miles of the target rural population centers.
Implementation prioritizes measurable milestones such as completed business registrations and first-year revenue filings submitted to the Indiana Department of Revenue. Budgets must allocate at least 35 percent of funds to transportation stipends or virtual platform access for participants without reliable broadband.
Unlike Ohio programs, Indiana requires county-level business formation baselines because its rural counties fall under separate tax increment financing rules that do not apply inside urban enterprise zones.
