Indiana's journalism funding for transportation solutions to healthcare access prioritizes applicants who can document workforce shortages among community health workers and medical transport drivers. The state reports 2,100 open positions for certified nursing assistants and medical assistants in rural counties as of the 2023 Indiana Workforce Development report, with 14 counties having zero licensed ride providers under contract with Medicaid managed care organizations.
Journalists must therefore demonstrate partnerships with at least one of the state's nine Area Agencies on Aging or a rural hospital that participates in the Indiana Rural Health Association's transportation pilot. These partnerships must include access to de-identified appointment no-show data stratified by distance from the nearest primary care site.
Grant applications are evaluated on whether the reporting plan can isolate transportation as an independent variable from other access barriers such as provider availability. Reviewers require submission of baseline no-show rates for a minimum 90-day period before any new rideshare arrangement is implemented.
Successful proposals also address seasonal agricultural labor patterns in northeastern and southwestern Indiana, where workers move between counties and frequently lose transportation eligibility when crossing county lines. Indiana reviewers reject applications that treat the state as a single labor market.
Indiana's absence of a statewide non-emergency medical transportation brokerage, unlike Michigan and Ohio, forces applicants to assemble county-by-county agreements before funding is released.
