These outcomes matter in Indiana because the state ranks 14th nationally in manufacturing employment concentration. Communities with high manufacturing density, such as those along the I-65 corridor between Gary and Indianapolis, have experienced documented population loss of 4-7% between 2010 and 2020. Murals addressing economic transition serve as low-cost public markers that correlate with higher small-business permit applications in the same zip codes according to Indiana Department of Revenue filings.
Implementation requires applicants to file site-specific engineering drawings with the Indiana Department of Transportation when murals are proposed within 500 feet of any state highway right-of-way. This filing must occur no later than 45 days before paint application. Additionally, each mural location must secure a 10-year maintenance agreement with the property owner, recorded with the county recorder's office, to prevent premature removal that would invalidate outcome reporting.
