Indiana's Cost Constraints in Neuroscience Brain Tumor Pilot Studies Indiana's lower per-capita NIH funding relative to Michigan or Ohio creates pressure on pilot study budgets. Investigators must therefore demonstrate that all major equipment purchases will occur at institutions already holding shared instrumentation grants from the Indiana Clinical and Translational Sciences Institute. Stand-alone purchases of advanced imaging analysis workstations are not approved.
Academic researchers at Purdue University and Indiana University must document that proposed personnel costs align with state salary caps for research associates, which fall 12 percent below the national median for similar roles. Applications that budget full national rates without local cost-sharing commitments are declined. The grant further requires that any subcontracts to Indianapolis hospitals include indirect cost rates capped at the state Medicaid rate rather than full institutional rates.
Readiness requirements include confirmation that the study can be completed within existing core facility recharge rates published by the Indiana University School of Medicine. Protocols relying on out-of-state sequencing services are rejected unless the applicant shows that Indiana-based alternatives lack the required sequencing depth.
Indiana's manufacturing-heavy economy and concentration of research activity along the Indianapolis-Lafayette corridor produce tighter cost scrutiny than in states with larger biomedical venture capital pools.
