Local workforce development boards note that 28% of eligible youth lack reliable transportation to internship sites during non-school hours.
Many school corporations in the southern and western parts of the state have eliminated dedicated career counselors following previous budget cycles, leaving guidance staff with caseloads above 450 students. Employer partners in automotive and logistics sectors report that applicants frequently fail basic employability screenings related to punctuality documentation and digital application systems.
The funding supports paid internship placements that include transportation vouchers and wage subsidies for employers. Applications require submission of county-level youth unemployment figures from the Indiana Department of Workforce Development and letters from at least two local manufacturers confirming willingness to host interns for a minimum of 120 hours. Budgets must allocate at least 35% of requested funds to direct participant wages rather than administrative overhead.
