Indiana's genetic health screening programs operate under strict state laboratory compliance rules administered by the Indiana State Department of Health. Community centers seeking to host screening events must first obtain CLIA waivers and maintain chain-of-custody documentation for cheek-swab samples, requirements that exceed those in neighboring Ohio. The state's 92 counties include 21 designated as medically underserved, where primary care physicians already manage panel sizes above 2,400 patients, leaving little room for additional genetic referral coordination.
Risk of non-compliance arises primarily from variable electronic health record interoperability between federally qualified health centers and the state's newborn screening registry. Audits conducted in 2022 found that 37 percent of rural community centers lacked HL7 interfaces required for automated result reporting.
Grant applications must include a compliance attestation signed by the center's medical director and the Indiana Clinical Laboratory Improvement Advisory Committee. Budget narratives must allocate at least 18 percent of requested funds to quality-assurance training and external proficiency testing. Review panels examine the applicant's prior history with state laboratory inspections before approving disbursement.
Unlike Michigan programs that permit centralized laboratory processing, Indiana requires all samples to be logged through the state public health laboratory in Indianapolis within 48 hours of collection. Projects must also demonstrate capacity to deliver results counseling within 10 business days to satisfy state patient-notification statutes.
