Indianapolis community garden projects encounter site acquisition and soil remediation barriers that differ from other Midwestern cities. Marion County records show that 37 percent of parcels within the I-465 loop carry industrial legacy contamination requiring Phase II environmental assessments before vegetable production can begin. Marion County Public Health Department data indicate average remediation costs of $18,000 per acre for lead and arsenic removal, costs that exceed typical garden startup budgets by 240 percent.
Low-income census tracts on the east and near-west sides report household vehicle access rates 19 percentage points below the county average, limiting resident ability to transport produce or attend distant garden sites. Indiana Department of Transportation data further show that several target neighborhoods lack continuous sidewalk coverage within one-half mile of potential garden locations. Applicants must submit current-year soil test results from the Purdue Extension service and letters from the Indianapolis Land Bank confirming clear title before any planting funds are disbursed.
Projects must also secure annual water access agreements with Citizens Energy Group and demonstrate that at least 60 percent of garden plots will be assigned to households within the same census tract. Unlike applications from Fort Wayne or Evansville, Indianapolis proposals require documented coordination with the city's Metropolitan Development Commission because of local urban agriculture zoning overlays enacted in 2019. Continuation funding is conditioned on submission of annual soil re-testing results showing contaminant levels below Indiana Department of Environmental Management residential screening levels.
