Economic concentration in manufacturing and logistics leaves rural counties with limited discretionary budgets for supplemental training programs. Operations_first applications must list current partnership agreements with at least three school districts and one community mental health center. The $50,000 pilot funds development and distribution of awareness materials through these channels, with budgets itemizing printing, mailing, and data tracking costs. New staff hires are restricted to temporary evaluation roles; ongoing coordination falls to existing partner personnel. Indiana review panels require evidence that proposed campaigns align with the state's 2022 autism strategic plan metrics, specifically the indicator tracking public knowledge of early signs. Proposals must submit baseline survey data from partner counties rather than national benchmarks.
