Indiana school restorative-justice programs must first meet statutory eligibility tied to suspension-rate reporting under IC 20-33-8. Districts with out-of-school suspension rates above the state median for three consecutive years receive priority. This criterion directs resources to corporations in Lake, Marion, and Vigo counties where rates exceed 12 percent.

Application requires submission of the most recent Indiana Department of Education discipline data file. Proposals lacking this file or showing data discrepancies with the public dashboard are returned without review. Training plans must also list licensed Indiana educators who will serve as internal facilitators after the grant period.

The funding does not support standalone consultants; at least two district employees per building must complete the approved 40-hour certification course. This requirement stems from prior evaluations showing consultant-only models collapsed once external contracts ended.

Eligibility Criteria for Indiana School Restorative Practices

Only public school corporations and charter schools authorized by the Indiana Charter School Board may apply. Private schools and 501(c)(3) organizations are ineligible unless they operate as an official school corporation partner with a signed memorandum of understanding.

Implementation timelines must align with the academic calendar. Training may begin no earlier than July 1 and must conclude before the start of student discipline hearings in September. Mid-year rollouts are not permitted because Indiana law requires advance notice to parents of any change in discipline procedures.

Unlike neighboring Michigan programs that allow nonprofit intermediaries, Indiana mandates direct applicant status for the school corporation, reflecting legislative intent to keep accountability with elected school boards.
