Indiana Department of Environmental Management rules require documentation of waste disposal plans and water usage when events exceed 100 participants, adding a mandatory attachment that many smaller congregations lack capacity to prepare.
Eligibility further requires demonstration that proposed outreach reduces net energy consumption. Applicants must submit baseline utility data from the prior two years and projected reductions verified by a licensed engineer or equivalent credential holder.
Realities of the application process include a required matching contribution of 25 percent of total project costs, which must come from non-federal sources and be documented with bank statements or pledge letters. In-kind contributions such as volunteer hours do not count toward this threshold.
Fit assessment for Indiana context centers on agricultural land use patterns. The state ranks first nationally in soybean production, so outreach events on farmland must include soil conservation plans approved by local Soil and Water Conservation Districts.
Unlike Ohio, where statewide environmental grants permit centralized applications, Indiana routes all environmental compliance through county offices. Applicants must therefore list specific county contacts and confirmation letters rather than relying on state-level pre-approval.
Demographic eligibility filters require that at least 30 percent of projected participants reside in counties with poverty rates above the state median of 11.9 percent. Census tract data must accompany applications to verify this distribution.
Indiana's eligibility rules also mandate that outreach materials carry state-approved recycling logos and that printed items use paper certified by the Forest Stewardship Council. These specifications must be confirmed with vendor contracts at the time of submission.
