Grant Overview
Indiana student teams must first complete a plastic waste characterization study using the Indiana Department of Environmental Management's 2022 county-level waste composition data as the sampling frame. Surveys cannot rely on voluntary online forms; door-to-door or business-site sampling is required within census tracts that reported above-median plastic tonnage in the most recent state study.
Policy drafts developed from survey results must be formatted as amendments to existing county solid waste management district ordinances rather than standalone resolutions. This requirement reflects Indiana's structure of district-level authority over waste planning. Teams must present draft language to the district board at a public meeting before the grant period ends.
Counties with high plastic waste generation are concentrated along the I-65 and I-69 corridors where distribution centers receive inbound freight. Applications must therefore map proposed survey locations against freight volume data from the Indiana Department of Transportation rather than population density alone.
Indiana does not operate a statewide container deposit system. Any policy recommendation involving deposits must demonstrate compatibility with the existing advance disposal fee collected at the point of retail sale. Projects cannot assume introduction of new redemption infrastructure without identifying funding sources outside this grant.
