Artists and collectives must demonstrate prior installation experience within Indiana’s 92 counties, with preference for projects sited in former manufacturing corridors such as the Calumet region or the White River valley. The application packet includes engineering drawings stamped by an Indiana-licensed structural engineer and evidence that the proposed site carries no liens from the Indiana Department of Environmental Management.
Indiana’s industrial legacy creates specific constraints: many candidate sites sit on brownfield parcels requiring Phase II environmental assessments. Grant budgets may include assessment costs up to $12,000 when accompanied by a remediation plan approved by the Indiana Brownfields Program. Projects located on active rail corridors must also obtain clearance from the Indiana Department of Transportation’s rail division.
Unlike Michigan programs, Indiana mandates that maintenance agreements specify replacement of LED components using Indiana-sourced electrical contractors rather than national vendors. This rule reflects the state’s emphasis on retaining skilled trades employment within legacy manufacturing communities.
Reviewers evaluate whether proposed fabrication methods utilize materials available from Indiana suppliers listed in the Department of Commerce’s vendor database. Weight is given to installations that incorporate reclaimed steel or limestone sourced from active or recently idled quarries in Lawrence and Monroe counties.
Final reporting requires submission of annual condition assessments using a standardized form developed by the Indiana Arts Commission, ensuring comparability across funded projects rather than bespoke documentation.
