Grant Overview
Indiana domestic-violence support applications must document service coverage within one of the 12 judicial circuits that reported the highest per-capita protective-order filings to the Indiana Supreme Court in the most recent annual report. Eligible nonprofits must hold current certification from the Indiana Coalition Against Domestic Violence and maintain active contracts or memoranda of understanding with local prosecuting attorneys. Budgets must allocate at least 35 percent of requested funds to emergency hotel vouchers or transitional housing units located inside the target judicial circuit.
Staffing plans must include licensed clinical social workers or counselors who can meet Indiana’s Medicaid reimbursement requirements for behavioral-health services. Applicants must provide letters from at least two county sheriffs confirming willingness to accept referrals from the proposed program. Indiana’s transportation infrastructure features limited public transit outside Marion and Allen counties, so programs must budget for client transportation or telehealth equipment that complies with state privacy statutes.
Demographic data show that 14 percent of Indiana residents live in households headed by a single female with children, a figure that rises above 20 percent in several southwestern counties. Applications must therefore present intake projections calibrated to these county-level figures rather than statewide averages. Reviewers also examine whether the organization maintains 24-hour crisis-line coverage that meets Indiana’s statutory requirements for domestic-violence shelters.
Cost constraints are evaluated against the state’s average shelter per-diem rate published annually by the Indiana Housing and Community Development Authority. Organizations that cannot demonstrate ability to operate within these per-diem ceilings while still meeting staffing ratios required by Indiana administrative code are removed from funding consideration.
