Indiana faces documented shortfalls in female participation in advanced manufacturing and engineering pathways, with women comprising only 18 percent of the state's 187,000 STEM occupations per 2023 Department of Workforce Development data. Capacity gaps appear earliest in middle-school enrollment for algebra and physical science courses, where girls represent 41 percent of participants in the 12 counties with the largest manufacturing employers.
Infrastructure constraints include uneven distribution of certified Project Lead The Way programs. Only 29 percent of Indiana's 298 public middle schools in manufacturing-heavy regions hold current certification, and those programs report instructor vacancy rates of 14 percent. Broadband speeds below 100 Mbps affect 37 percent of rural school districts, limiting access to virtual labs and industry certification platforms.
Workforce constraints center on the availability of female STEM professionals available for mentoring. The state has 2.3 female engineers per 1,000 residents, compared with 4.1 nationally, with the majority concentrated in Marion and Hamilton counties. This leaves 71 counties with fewer than five resident female engineers available for sustained school partnerships.
Readiness requirements therefore include signed commitments from Indiana-based employers in automotive, aerospace, and medical device sectors to provide site visits and summer placements. Applicants must submit county-level enrollment data showing current gender ratios in advanced math and science courses and project a minimum 12-percentage-point increase in female participation within 36 months.
Unlike applications from states with dense research universities, Indiana requires that programs operate through regional workforce development boards rather than university extension offices. Budgets must dedicate at least 40 percent to transportation and equipment stipends to address rural access barriers.
