Providers operating in the Indianapolis-Carmel-Anderson metro must demonstrate capacity to serve clients referred through the Indiana Supreme Court Domestic Violence Court program. Northern Indiana applicants in the South Bend and Gary areas submit additional documentation addressing cross-border service delivery with Michigan and Illinois providers. Southern Indiana proposals focus on counties adjacent to the Ohio River where transportation barriers limit access to existing mental health facilities.
Indiana State Department of Health data from 2022 show that 23 percent of domestic violence survivors in rural counties travel over 45 miles for counseling services. Art therapy proposals must therefore include mobile program designs or satellite locations in counties with fewer than three licensed mental health professionals per 10,000 residents.
Unlike Ohio applications, Indiana requires explicit coordination with the state's 92 county-level victim advocates because the network lacks a centralized statewide referral platform.
