Indiana’s Rural-Urban Veteran Support Network Requirements
Indiana’s 92 counties display a pronounced rural-urban split in veteran service infrastructure. The Indianapolis metropolitan area contains multiple VA facilities and established nonprofits, while 53 counties classified as rural by the U.S. Census have no full-time veteran service officer. The state’s agricultural and advanced-manufacturing economies concentrate in these rural counties, where veteran unemployment exceeds the statewide rate by 2.8 percentage points.
Veterans in rural counties are more likely to be older than 65 and to live alone. In urban counties the veteran population skews younger and includes higher proportions of post-9/11 service members seeking immediate employment. These demographic differences require distinct network designs rather than a single statewide model.
The funding supports county-level coalitions that pair rural volunteer networks with urban clinical partners for tele-referral. Coalitions must map existing food banks, libraries, and American Legion posts as physical access points and submit quarterly participation counts disaggregated by county type.
Indiana applications are distinguished from those submitted for Ohio or Michigan by the requirement that rural counties demonstrate participation from at least one agricultural cooperative or manufacturing employer with facilities outside metropolitan statistical areas. This ensures networks address both social connection and local economic realities simultaneously.
