Students in the 35 counties classified as rural by the Indiana Office of Rural Health experience the most limited access. These counties average one licensed counselor per 620 students, compared with one per 310 students in Marion and Hamilton counties. Middle-school populations in these areas also show higher rates of free or reduced-price lunch eligibility above 55 percent, correlating with reduced family resources for external mental health support.
