Indiana's Institutional Readiness Gaps in Viticulture Extension Indiana maintains 23 licensed wineries with bonded production capacity, yet the Purdue University viticulture extension maintains only 1.2 FTE dedicated to grape research statewide. This staffing level leaves southern Indiana's Uplands region, which accounts for 58 percent of commercial vineyard acreage, with site visits scheduled at 18-month intervals according to extension activity logs. The state's manufacturing-heavy workforce, representing 18 percent of employment, creates competition for skilled technicians needed for precision agriculture equipment. Broadband access in the 14 southernmost counties falls below 65 percent, limiting real-time sensor data transmission for research plots. These infrastructure constraints affect both data quality and grower participation rates. Equity in Access to Wine Production Knowledge in Indiana projects must demonstrate existing agreements with Indiana's Office of Rural Affairs for equipment sharing and commit to uploading all trial data into the state's open agricultural data portal within 60 days of collection. Applicants without prior Indiana extension co-authorship receive lower technical scores. Readiness assessments also require evidence that training curricula will be delivered through existing county Extension offices rather than new standalone programs. This approach aligns with Indiana's county-based administrative structure and avoids duplication of outreach already funded through the Indiana Wine Grape Council.
